Responsibilities

Duties listed are at the full performance level (GS-09 level):

Provides support and assists in review, development, preparation, and revision of the budget, and in the preparation of instructions to subunits and staffs regarding fund estimates and project plans for the coming fiscal year. Provides required data and assistance to subunit managers and unit staff in developing budget and program planning summaries.

Performs routine budget analysis functions in assigned areas. Work may be performed in any segment of the normal range of budget administration work performed by the organization including budget formulation, budget presentation-enactment, or budget execution. Duties typically performed include the following: assisting in the preparation of budget estimates and justifications; interpreting OMB directives and circulars; providing information and advice to program managers; reviewing bureau and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; monitoring budget; and recommending reprogramming of funds as needed.

Assists with execution of the current year budget, including analysis of unit needs, recommendation for modifications, and making allotments. Checks the accuracy and adequacy of budget justification data submitted in support of budget estimates or requests for allotments by comparison with source documents (e.g., employment statistics, project reports, payroll records, and supply inventory records).

Identifies differences between current spending and projected estimates. Recommends adjustments to accommodate future needs.

Performs other work assignments such as accountable officer audits.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GS-7: One year of specialized experience equivalent to at least the GS-5 grade level; one full year of graduate level education; an appropriate combination of graduate level education and specialized experience; or Superior Academic Achievement (go to this site determine if you are eligible: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp).The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Examples of specialized experience are: assisted in activities such as planning, preparation, and maintenance of the unit budget; recommended transfer of funds between object class and functional accounts under the same appropriation or between appropriations; and/or assisted in the development and planning of the unit’s budget, including the use of an automated system to accomplish these tasks.

GS-9: One year of specialized experience equivalent to at least the GS-7 grade level; master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; or an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Examples of specialized experience are: performed duties of limited scope and complexity in all aspects of budget activities; participated in program and budget planning and correlating work plans with administrative and regulatory requirements involving appropriated and other funds, materials, and manpower; prepared routine portions of the unit's budget.
